If you check the wirecard website: https://www.wirecard.com/products/issuing/, you will notice that they are out of Germany, so even though they do white label cards, they would similarly be subject to the ban no?

If Wirex is able to issue a global card, my guess could still be correct considering it shouldn't take 5 months to finalize a deal with wirecard. It is possible that the deal with wirecard fell through because of the ban and Monaco is working with Wirex now to use them as the issuing partner.
Last time Kris said it in Slack sometime in July, you are right, things might change.
