If we look at MCO's value in fiat there is not huge difference in price for last couple of days. When we see it against Bitcoin then this has significance but it is part of market as nothing can keep going up or down. It is like letting fresh investors to come join at some reasonable price range because at high price investors usually hesitate to enter. Monaco will make come back with next updates.
As stated in the whitepaper, they should release the app on the end of this month

According to this status the app will launch on August 31st almost in a week they will launch this. I'm pretty sure after this price will rise for sure so this right time to buy more while it's really cheap as compare with potential of growth.

I think they don't have a proper timeline. Otherwise they would have announced it through twitter or website.
