Offline might seem to play a bit role in reducing the risk of over spending in gambling, unlike online that makes it easier to fund our wallets and bet in the comfort of our homes, However, not on the side of a gamble addict, offline or online they will still go extent to make sure they sort out fund to gamble, instead some of them will even go and borrow funds. Recently as I visited an offline betting shop in my area, I saw one of the gamblers their crying about how much he spend everyday playing visual games, at the shop, so it doesn't really matter where you play your games, offline or online you will still spend heavily in as much as you have access to funds.

If you don't have self-control, no matter where the gambling place is located, you will always find a way to get yourself there, be it online or through a traditional banking system. You can't use distance as a barrier.

In terms of risk reduction I think it still narrows down to the gamblers and not the casino as you are the one to determine how much risk you are willing to take at a time so it definitely not dependent on the casino.be it online or offline as all you have to do is to place the stake with reference to your risk appetite and how much you have got to risk.

The only difference is cash for offline casino and bank card for online transfer and to bridge this difference, you just have to make withdrawals and you can continue with your gambling for offline just like you just have to use your bank card or probably do a transfer to continue with the online gambling so both exposes you to almost the same amount of risk you just have to manage it well enough so you don't go bankrupt by the end of the day. I personally prefer gambling online not for any particular reason but convenience and that's my preference.

I still think online gambling is a lot safer than offline gambling. Also, people can buy more coins in offline casinos as well and still continue gambling until they exhaust their bank accounts.
In that perspective, online gambling is better people can gamble from their home without worrying about theft.
I know online gambling accounts can get hacked as well but if they don't keep a lot of money in their gambling account then the chances of losing money in hacks are slim.

If you talk about addiction, that's correct online casino is more vulnerable than offline casino.

But since safer terms has many definitions e.g. security, legitimacy etc, so I will give an another answer.

In terms of security, online casino is safer since you can gamble more privacy without need to reveal who you're to other gamblers.

In terms of legitimacy, offline casino is safer since if they're regulated, you can sue them.

Online is more safer for me, there are bad things that can happen online too but it's way better than gambling offline.

The worst that can happen to use while gambling online is getting scammed by scam online casinos, this move can't be pulled offline because the casino has location which you can easily report to the authorities.

Both if we talk about addictions or if we talk about the risk to be scammed, offline gambling is much more safer from my perspective. The physical hurdle makes it more difficult to fall into an addiction for obvious reasons, and it will be harder for someone to be scammed at a legacy casino because it is much easier to judicially go after them, although it is true that one shouldn't have any problem in well-established online gambling platforms.

Somebody who is reckless with money will find a way to spend it regardless of it being in person or online. If you're bad at creating limits for your play, then potentially online play can be even worse if you've got access to it, because you'll be able to do it from the comfort of your own bed if you so choose. Whereas you have to put in a bit of effort, even looking a certain level of smartness, in order to enter certain physical casinos. It seems like the best protection you can give yourself is learning the odds of certain games and understanding that you should only be playing most of them for fun, because the simple math will work against you and deplete your funds to zero if you play for long enough.
