I absolutely agree with you. First of all, you need to rely on the technological map of the project, on its long-term perspective. After all, if the project is really applicable in the crypto space, then your investments are much less likely to be lost. We can take as an example several projects that can now change the idea of the Ethereum network (problems with transactions, their cost, speed and low scalability). Solana, Near Protocol, Matic. Their charts clearly show that they had moments of falling in the bear market, but users and investors did not let these projects get lost among altcoin garbage. All because these projects carry the right technological solutions

You said the real deal in the altcoins market. Many are looking good today and has a high value but you'll never know when a big correction happens. As you've said, many of them won't recover anymore and only those that has the potential will eventually recover.
Some may have their biggest ATHs and biggest recoveries, some are slow on recovery but as long as they're recovering from the corrections or dips that do come, they'll stay in the market.

The phrase buy the dip is only a good advice when you apply it properly by buying the very good altcoins whose value is only down because of the bearish market condition. Because it is not all coins that dip that would recover their value.

For example, early this year (when the market was super bullish) almost all the projects released saw good increase in their value. but that doesn't mean it is all of them that were very good projects. After the market dip (correction), most of them never recovered their value. The crypto market is filled with a lot of scrap altcoins and the market way of sheding them off is to dip (correction). So it would be in your best interest to only buy very good coins in the market dip.
