Maybe consider hiring some type of design or webmaster to make your first ANN better and website. From what I understand highly skilled developers are usually bad web desigeners and vice-versa so maybe hire someone.
This site has potential but work must first be put in it.

You have to get a lot of participants for that. With small amount of participants your jackpot will be unattractive and most gamblers will not bother to take part in your lottery. To gain more users you have to spend money on advertising and promo rounds (adding your own money to the jackpot) and only after several months of doing so you can start operating like you say. I wish you good luck of course but imo without ads and promos your chances of being successful are slim.

Yes you need more proof of fair and etc, IT sounds very scamlike. I have looked into otto lotto and I do not see like anything on Google about it, Has anyone ever actually tried to play or even won playing this???
We don't know if it's a scam or not because nobody even bothered to use the site yet.
One of the reasons why is most likely because the main ANN first post is very outdated and the admin doesn't bother to even update it.
I think I've asked him about a month ago to put all the info about the site in the first post so people don't have to manually go page by page to find more info how the site works. However the OP still hasn't done this.
So until this ANN is fixed up I don't think they will get too many people trying out the site.
