I really prefer Bitcoin payments.
It's quite simple, you find some BTC exchange, transfer the funds and buy Bitcoins. Then you can send me your Bitcoins and pay for the cards.

If Liqpay allows debit card deposits then yes, you can verify this card and withdraw to your bank account.

What does it mean if it is USD or EUR? It has to be wired with USD to USD in poland or USD to EUR in poland ? or can i wire USD to PLN to poland iban?
It is the currency of a bank account attached to card. You can still use these cards with ANY other currency, but you'll have to pay some conversion fee.
You can mix currencies with these cards, you just pay conversion fee when the transfer doesn't match base currency of a card. Base currencies to choose from: EUR, GBP, USD, PLN.

You can, but you risk blocking the card. Ukraine is on the list of forbidden territories.
According to new BZWBK's ToS the card's can't be used in the following countries:
Libya, Somalia, China, Vietnam, Pakistan, Afghanistan, Azerbaijan, Kazakhstan, Peru, Panama, Argentina, Bolivia, Columbia, Turkey, Serbia, Kosovo, Ukraine, Moldavia, Bosnia and Herzegovina, Uzbekistan, Turkmenistan, Iran, Sudan, North Korea, Burma, Cuba and Syria.
