Hey,
the cards are pre-activated, you can load the balance once you have the details (account number). However in order to cash out / pay with the card you need to register it using online form on bank's page. I provide a guide for my customers explaining with details how to do it.
If you don't want to register by yourself I also offer the service. I'll PM to inform you more about this.

- Western Union (depends on your country)
- e-wallets: Skrill, Paypal and other similar online payment services that allow bank withdrawals (ask first for instructions)
- Bitcoin exchanges (ask first for instructions)
- any other methods that involve transferring money into bank account
