you can also use sweep_all [address] [paymentid]
if you want to transfer all your coins, then you dont have any trouble with the transaction fees.

Yes, you can send coins from cli wallet. Here is XMR guide (since ETN is based on Monero) https://getmonero.org/resources/user-guides/monero-wallet-cli.html . Command to send coins to Cryptopia is:

transfer ADDRESS AMOUNT PAYMENTID

This looks very much like the Monero wallet which, I guess, is not surprising since Electroeum is a fork of Monero; is this wallet based on the Monero wallet and will it require the download of the blockchain ?
