Because there is literally no reason for this gap of odds. What is the reasoning in the first place? Aston Villa have started the season much better than them.

This could be due to Chelsea's squad depth and the number of talented players on the club. Chelsea lost to Bournemouth in their last encounter despite having more possessions and shots on goal than them, perhaps they were just unlucky, and bookmakers will give them a better chance of winning the next match against Aston Villa.
