It's just the Covid19 and stress at due to too much previous participation in other leagues by big teams.
It's neither of that imo, absence of fans in the stadiums affects all the teams and the hurried conclusion to last season was felt by all the premier league teams. That being said, no English team actually went past the quarter finals of the CL and those who dropped in the QF, and semis of the Europa league had delayed start to this season, so it's a fair playing ground for all the teams. Everton, Villa, West Ham and the other smaller teams doing well are only in good form, and it's best they keep picking up this points, so in the end they are far away as possible from relegation, cause the big boys will definitely soon take at least the top 3 positions in the table.

Covid-19 is still in other countries, like Italy for example, but fans are already allowed into the stadiums, not in the numbers it used to be before, but it's better than it being totally empty. imo, the epl can start allowing a fair number of fans into the grounds, maintaining social distancing and with their face masks on, it'll spice up even more, an already spiced up 2020/21 epl season
