I held like 70 rads and staked them for a month and it still said my average time to get a reward was 30 days
dude, 70 rads is very small stake, 1000 rads gives 0.5 rads daily, so with your amount it's normal, if you want bigger reward - buy more rads

Your weight is the amount of coins that are matured for staking. So everything was working as intended in your case.

You should be getting on average 1 staking reward per 1000 RADS you are staking per day. I stress the word average. Give time for your UTXOs to split appropriately and you should slowly start to see a convergence towards that rate.

Right now I'm receiving over 1.5 blocks per 1000 coins.

This is a pos coin, just download the wallet, send coins to your wallet and let them stake, over time you should average about 1 block per day per 1000 coins. some days more some days less. blocks are worth .5 coins.

Was it down? Not easy to get a good block explorer. Getting hard to find.
Yes it was down for a few months... Long story short, house on fire, rebuilding house, hardly any free time left because of that crap... All behind me now..
