No. it's a completely separate blockchain so any RBY that you have on V1 have no value and can no longer be converted to V2.

I have tried to import my wallet.dat from v1 Ruby to the new client, but it crashes after the initial startup screen. Any way I can recover my coins ?

Short answer is no.
Sorry to be a downer, but the v1-> v2 conversion was almost a year ago.....

please tell me if I left the wallet on RBY v1 and I overslept the time to go through Bittrex to RBY v2, there is a chance to revive the old coins from the wallet now?

Try importing the old wallet.dat into the new wallet.

in new wallet I see export function, but I do not see function for import.
have any instructions on how to do it in the console?

Any good news for rubycoin lately? I have noticed the increased demand for this coin as one can take notice of the rise in value at the exchanges, esp at poloniex.com

Was the question ever answered about the max amount of coins to be minted?

There is no maximum. All proof of stake coins are like this, otherwise the blockchain would stop. Around 1,000 to 2,000 Rubycoin are created each day through staking.
