i am in even before OP posted the note about that so i think i am still eligible.. we only got some problems and we've already talked about it in PM.. i hope watoshi can confirm this 
Confirmed. Since you took much trouble for this, the newbie restriction is lifted for this user.
As sad the users
(18 in number - reftest accounts were created by the admin to check whether it works properly or not.) will get 2 draw tickets each. Others will get 1 ticker.

No more entries will be counted towards the draw.
Giveaway will be made to the SafeDice address. No wager or anything applicable. You can withdraw it or wager to win that #1 prize.

Because of this suspicious behaviour of a newbies with 1 to 20 posts turning up, I am restricting #3 prize only to a member having 42+ activity (not posts) minimum to protect the interests of the real participants.
Newbies with 28 to 42 activity, will be given only a prize of 0.002BTC.

loijosh, if possible do the draw today, using random.org, etc. and pick 20 random winners. (all make all of them win if < 20)

A winner can win only once. (ignore if the the number allotted to already won participant if so.) However if there are excess funds, a participant can win up to 2 times.

I believe above statement closed the giveaway to new participants (since W-D wanted it to be paid yesterday).
Therefore all the new participants, who joined after the WD's post should not be counted (but still should be counted for the most wagered contest).
If I get this right, every participating player should be paid (since it's less than 20) and additionally draw should be made to divide the excess.
It's a bit of a mess...
Would be ideal if Watoshi got back on this and decide who gets paid and make a draw.

Also, I think Brimskie should get the promised 0.005, since he was accepted and his name is on ref list (Brimskie15-2989). It wouldn't be fair to change the rules afterwards and not pay him because of his low member status.
