So the only issue seems to be whether loljosh chooses to keep the promo open to new participants. If so, he would need the access to full Watoshi's referral list to make that 20x BTC0.005 draw.

Maybe you should officially close this promo for new participants (unless OP is back). The total number of participants is probably less than 20, so you could pay everyone the promised 0.005 without making a draw.
Hopefully SafeDice admin will let us know who is the winner and 2nd place, if not, you could manually check every player.
