If I am informed correctly there is essentially nothing substantial left that would speak against a successful transfer. I think we will see him in the SPL soon. I am on the fence here whether I think it is the right thing for him to do. If he knows that his health won't return to anything near normal, it is definitely the right decision to leave the European top clubs. But if he thinks he would have had a chance to fully recover, it's another player who is leaving the chance to celebrate one more big success with a European club. I am not really sure what to think about it, but then again I doubt that he will really be missed.

I think the Saudi club play wages to European players based on their level of reputation and trophies or personal titles that's why Mbappe and Benzema's offer would be higher than that of Neymar's but i think this Saudi players have a ways of luring European players with huge offers that some would likely turn down no wonder some managers are saying that they're the cause of hike in players transfer fees but i don't feel it's true because even before the SPL started offering huge salaries in contract negotiations the hike of players have been ongoing in England and accross Europe.
I think if it continue going like this a time would come when a player would be bought for almost 500m or more, but let's be realistic 67.5million is a very huge offer that most players would likely reject and with Neymar being a player that leaves a lavish kind of lifestyle he'll need more funs in his pocket.
