The news circulating seems to be real because the Saudi Arabia team can afford to buy him, the Saudi Arabia clubs are looking for legendary players like him. I heard the news on different media platforms and I think it can be true,  it will be interesting to have him in the league joining Ronaldo.
The news seems true but the validity is not certain. It was published about 6 days ago (9th may) but is yet to be spoken of by other media bodies. Fabrizio Romano will also speak of this same news if it's truth value was confirmed.
Be that as it may, the amount mentioned in the contract is quite a huge money for one to end a career. If I was at Messi's age and I'm given an offer that doubles that of Ronaldo, I will gladly receive it. It will be exciting to see the two Europe champions play in Arab league.

News that are not true are not called news, it is called rumors or fake news for that matter.

At this point one can only make assumptions based on what facts we are presented with. Messi being an ambassador for Saudi Arabia and traveling there during the season knowing it would get him into trouble when he comes back is a strong sign that something could be in the making behind the scenes, or is perhaps already a done deal. If it was actually for a contract I quest it was worth going for,  but not informing the club is the wrong side of it. Messi is loved by many and I'm not happy about his attitude towards the PSG team. He is making his desire to exit the club too obvious and that is seemingly unprofessional.  
The contract is a good one, everyone will love to bid but it wouldn't have called for noise if he had proper arrangements. as the new has it, I will say Messi went for the Ambassador contract, as for him joining Arab league I can't tell till it happens.
