I will tell you this is impossible because IEO is holding the exchange and not the project itself, fraudsters can only be deceived with the help of participation and everything but the platform itself is not distributed.
how could that happen, are IEO only related to exchanger, so you will say scammers will be make their own exchanger site for invaded IEO scheme.?
sooner or later scammers will definitely. I'm not surprised by this because it's their job. therefore I am not too enthusiastic about the IEO, especially when I have trouble buying.
But the thing here is investors are not going to trust any IEO on an untrusted or new exchanges.
IEO was not started with popular exchanges like Binance, it was a borrowed idea from other exchanges.
For example Coinex had some IEO way before Binance started them but what happend to those tokens?

Very soon scammers will find ways to make IEO their new source of scamming innocent people ,newbies especially please be on watch out and thread carefully ,invest only in IEOs that are launched on popular exchanges

2) And through these exchanges they will start promoting Fake IEO projects just to make investors invest there hard earned cash and bang they will disappeared in thin air.
Remember that huge money are made through IEO this days and hardcap are easily met so be on the watch out ,scammers will surely do there best.I believe IEO is a effect way of investment in 2019 and so far so good ,many IEOs already double up or even triple up there IEO price per token and its a very good sign .thanks

therefore don't just trust the new exchange. if you want to invest in the IEO, you should choose an exchange that has a good reputation such as binance. at the moment there are many projects with the exchange concept, and I think some of them are scams so once again I say, don't overly believe in their nonsense.

I have this feeling that scammers will go after IEO because there is a lot of money to be made here, yours is just a scenario but don't overlook connivance, it could happen, remember money can buy everything even trust, so still better check the project and do your own research.
Always possible for any expert scammers to workout and learned how they can penetrate with this on demand business, maybe it's really a hard work to be done for them but it's not impossible,they can do it when there's a big money involved,. 
And this is the right conclusion. Let's see how all the same exchanges will deal with this, because it seems to me that this will kill the reputation of many exchanges that today will allow these projects to be on their platforms.

Tell me honestly, would You really invest in IEO on an unclear exchange?Investors are not fools and no one just a priori will not do it.
It is hard to scam people with IEO's. Because there are a middleman and its reputation at stake. So no good ieo platform would list a scam coin. And bad ones won't take any investment.

It is important to go for IEO on only exchanges with good reputation, personally any IEO that can't launch on binance, bittrex, kucoin, okex and other top exchange, i can't participate in such IEO.

Although doing so as suggested above is safer but not 100% secured, we have well established scam example is bitcoincash. This type of project can buy their way into any exchange just as Bitconnect did. You have to take your security into your own hands and invest in only projects you have well research on even though they were suggested to you by other members or the so called crypto experts all over YouTube and Twitter.
No friends scammers have already found their ways to cheat potential investors and run away with collected money. We have heard that the market is filled with scammers always looking forwards to opportunities to scam innocent investors. So I always investor and bounty hunters to stay alert to such scams. Before investing, you should research rigorously on the internet, consult with friends with crypto knowledge. Regulations should be in place in that direction.

When there is any better option, there will always be scammers who will create it. I believe that investors choose big exchanges to select the best IEOs to invest. Do not choose new exchanges that not listed on Coinmarketcap. -----Scam ideas that might be possible from my thoughts

I have doubts also because scammer always make a strategies just to scam investors, especially newbies, so definitely there's a high possibility that soon they will go after IEO also without knowing .and surely this IEO will become another opportunity for them to scam people because of being trending around the internet. So we need to spread awareness about this in my opinion.
I think the IEO trend won't last. Binance has failed to leave up to my expectation in terms of the launchpad. It shouldn't just be about getting this project listed on the exchange but rather include developmental tactics that will ensure traders on the binance platform who invest in the IEO do not end up losing their funds. In my opinion, it's not all about listing on the exchange, these project developers need to work towards achieving other milestones in terms of developing a product.
In fact, there is nothing that makes the IEO different, IEOs are better when the sale is in binance. Otherwise, in the first try it will make everyone understand what is going on.

Even if the IEO launches on popular exchanges, don't be fooled immediately. I mean look at Binance, Bittrex, Poloniex and all the big guys. They all listed shitcoins at some point.
Bittrext's first IEO also failed miserably, didn't even get to launch when people found out some hanky panky and Bittrex decided it was too risky.
Do your own research, and don't invest blindly in something just because it's all hyped.
