Wi-Fi technology is always there even streets in your hood already have public Wi-Fi. It's better to send your Bitcoins through it than using Bluetooth, we all know that BT has a very slow speed transfer.
IMO, BT is also not safe, you must pair to the other device and both of you have access already on his/her files especially bitcoin so this will not guarantee your security of the transaction. Also, there are many keyloggers that might affect your device to hijack or access your BTC.
If bitcoin transactions were transmitted through public WiFis, where there are known hackers and other dark figures eavesdropping on it, then the whole thing had better be encrypted with TLS.
The Wi-Fi hotspots themselves should be fast enough to handle all those transactions since they aren't being sent over the internet on that connection, so the speed of the network device itself would be the limit. Which would be very high for most modern network hardware.
