Correct. It’s important to don’t rely too much on the ToS specific list while your country has an strict law against online gambling since this case will fall on prohibited country clause that is a pain in the ass when you requested KYC.
I remember reading case like this before which user playing on sanctioned country while the ToS doesn’t specifically stated his country then later on freeze his account once he KYC since his country is from sanctioned country which the casino license prohibits it.
Yes, my country does prohibit gambling activities, but to be honest, there are still many gamblers in my country. Moreover, currently access to online gambling sites is very easy. In our country there are also local online gambling sites, maybe they don't have a license but as far as I know they pay their players' winnings.
