I don't think that the situation has dramatically been changed. There's always been scam, and i would say more scams in % i think then now. So take it easy and pick right ICO

Yes I still believe in ICO because they are more on giving you a good profit, and in them, it is the way of promoting their coin to a million users in crypto world. But yes there are ICO`s that are scam so better to read their white paper and see the roadmap when they are making it true.
