Having trouble with this one. It's not clear what file to run on windows, eventually found it, but can't connect to anything. The guide is only in version 1, not 1.06? Is anything else missing from 1.06 you have to find in previous versions? Did not find where Syndicate.conf was. I guess I'll wait until it's a bit more idiot proof to run.
Did you check Roaming/appdata/Syndicate for the Syndicate.conf?
Most likely, you need to create one yourself by creating a new notepad file within the aforementioned folder location.
You then need to click "file->save as", followed by entering the name of the file "Syndicate.conf". Once this is done, you need to change the file type from ".txt" to "all files".
After this is complete, you can open Syndicate.conf and enter the add nodes listed in the OP.
To find the roaming folder, click on the windows icon located at the bottom left hand corner of your screen and using the search function, type in "%appdata%".
Click on the roaming folder that appears and navigate your way to the Syndicate folder located in the appdata folder.
