This is probably the most enigmatic and scandalous project. No one knows for sure whether ICO will be or it is just a rumor. Also there was a statement in Twitter by Durov that TON is a scam. I do not know where the truth is.

I think that this project will be successful.So I'm thinking about investing.I am excited to see big companies enter the crypto world.
I'm frustrated that only large investors can take part in buying the first part of the coins. This is a logical step, so you can collect more money.
I'm glad that my favorite instant messenger is growing at such a rate. For the future telegram, it will be an entire ecosystem. By the way, Pavel Durov is a master to arrange intrigues, so do not hesitate, he will draw the maximum attention to the project and put a record bar on charges for ICO.
As for now, Telegram ICO is only for big wall street sharks. They will buy it's tokens for low price and then sell (partially of course) them to you at 3-5x. Easy money.
I am of the same opinion as you. Most likely, they would only open up to accredited investors, just like tZero did. Otherwise they would need too much resources to deal with lots and lots of support issues from hundreds of thousands of small investors. Now having said that, I do wish they would somehow find a way in their kind heart to let us, small investors join the ICO 
I think that most infromation it is true, but I think that minimal amount of investment will be not availble for most of people here. Also I think that the price of ETH will be increased if contributions will be accepted in Ethereum

I would also invest in ICO telegrams. It will be necessary to act very quickly to buy. I think that their demand for coins will be very high, and everything can end in a few minutes.
I think we should wait official announce from Telegram and don't join any ICO about it now. Many scam ICO use it and take our money. But I think it can work if its the same guys. The Telegram app is great.
I am still waiting for the official announcement on this issue because on twitter they do not talk about this issue and I am very worried and are considering carefully before investing in the project. If this is the true project of the telegram then I would definitely invest in large amounts and will keep for a long time.
