coinisy cards are interesting, cause  you can withdrawal in  ATM's (worldwide) , cash out your bitcoin to paypal , and they have not agressive KYC ( know yours customers ), as they dont ask any documents under 2500 $  ( https://www.coinizy.com/)
xapo debit card is a good choice too...even if they could put your bitcoin on old for 14 long days: ie: you try to withdrawal on ATM, you ask more than your limits = your bitcoins are debited from your xapo account during 14 loooooong days , even if the ATM haven't give you nothing...  Roll Eyes

Has anyone seen a bitcoin debit card that doesn't charge outrageous amounts to load or spend?

bpdf

Spectrocoin have a giveaway on currently, they're giving away free virtual cards. These cards have a 2.5k limit if unverified, but there's no loading fee!

advcash and xapo are quite good
advcash convert btc in $ in the moment you send btc to your account, xapo does the conversion when you spend the btc

Thank you, i read about Xapo but cause i need card to use it with paypal i dont like this

Quote
Due to the nature of the transaction, your bitcoin purchase via "withdraw from PayPal" arrives as a manual credit to be made to your wallet.
This means that your bitcoins purchased via "withdraw from PayPal" will not be automatically processed.
We process manual credits as soon as we can, but usually every 14 days.
We will use a BTC price at the moment of the manual credit to determine the amount of bitcoin that should be credited to your account, and then apply any due commissions.

I havent used a debit card for bitcoin myself since I live in the US.

So assuming youre in the places where these companies ship out to the card to there are several.

Some known ones are Xapo, bitstamp has their own program as well.

Coinbase has their own too, but only currently serves the US - which I might do but just been holding off since their customer support is always  I heard is terrible.

If you are in the US - you can read https://blog.coinbase.com/2015/11/20/introducing-the-shift-card/
