what temp is needed for the board to cool to startup?
I have em in my garage the board in about 40'c and the 7th led never went off.
(my garage is a little bit warm have 15KW miners in it)

As I said in my email, we'll get you a firmware fix for the not starting properly in 40C ambient, and then roll that into the next general firmware update.

Here is me thinking my ambient of 23c is too high.
When I open the window and reduce to 0c to 5c the family complain!

Place a sealed ice pack on the unit to cool it down and see if it starts.

Set a free standing fan to blow onto the board and cooler.
the 15kw made the ambient is greater than 30c. no help, firmware is the only way to slove this, I nailed them in the racks and the racks are huge cant move.

I've got two units which won't go through the startup sequence; the 4 right most lights stay solid. Does anyone know what that means when those lights stay on? My other 15 units work perfectly.

Well, I ran into a problem with two of my Chili's.  I installed ARCTIC Accelero Twin Turbo II units on all the boards but two of them dropped down to 22Gh/s at 67C.

One of the two was in service for weeks before the problem and the other ran fine for two days before it happened.

I used "Fujipoly Ultra Extreme System Builder Thermal Pad - Full Sheet - 200 x 150 x 0.5 - Thermal Conductivity 17.0 W/mK" and the Arctic back plate to prevent flexing.

Should I try using the Arctic paste on these two instead?

Just a heads up, when I used the EVOs on mine, a couple of them would go to 18-22GH. All I did was unscrew and redo the heatsink and if the Fujipoly pad was too damaged, replaced that. It always fixed the issue, it seems that they can be really sensitive at some points.

Don't plug in the usb cable, if the 7th LED keep blinking that mean the board are not cool enough.
When that happen just hold the board near an AC to cool it for about a minute then plug it in and let it complete the boot sequence and all LED are off before starting the miner software.

Tried that but no luck. Thanks for the suggestion though.

Here are pictures of my adapter kit for mounting the Hyper 212 EVO to a Chili board. Since I don't have any boards in hand yet, I made a simple cardboard model.

Notes:
* I recommend at least 3 full turns of the screws into the standoffs from each end for stability. If you assemble them as shown, the screws should meet right about in the middle of the standoff, about 4-5 threads (full turns) from each end.
* The number of washers inserted in the center of the X bracket affects the pressure on the chips/pads, though I'm not sure by how much. By my calculations, 2 or 3 washers should achieve the same pressure as the cooler would apply to a standard cpu with the stock hardware. The kit includes 4 washers for that location, so you can choose how many to use.
* The picture shows 4 pads, each 10x20mm, which you can cut in half to cover 8 chips. You can probably get away with not cutting them and covering 2 chips each if you position them very precisely. Make sure you remove the plastic from both sides of the pads.
* The 12mm long M+F standoffs I'm using for the board's feet, and their nuts, are the ones that come with the cooler and normally attach the backplate to the board.

I already sold all 17 parts kits I had for sale, but I still have thermal pads for 6 more boards, which I'll sell for $2 per board plus shipping.

Is anyone interested in these kits for batch 2? Let me know how many. I figure I can get more parts in as soon as Monday if there's enough interest (at least 25 kits to make it worthwhile).

Removed from the list are the large nylon washers for the board feet, since I discovered that the board's holes are a bit too small for the standoffs that come with the cooler. I just have my Chili's resting on the 4 screw heads that attach the backplate.
