28GH/s is pretty low, I would try reseating the heat sink. You still haven't replied as to what heat sink you are using, so I can't help you there.

That would be your reason,

That versions for 64bit windows, I just went and made a 32 Bit for you

This is a workaround version of BFGMiner until a new firmware update for the chilis

Here's a modified version of BFGMiner, I also included the driver inside of it as well that should fix your problem. (I don't know much about CGMiner though)

Open up bfgminer.conf and change the Pool and Username to whatever you want (It currently uses mine so make sure you change it)
Run CDM v2.08.30 WHQL Certified.exe to install the correct driver for windows

Once you do both of those, just open up bfgminer.exe and it should read from the config automatically and start hashing for you.
If it doesn't see the Chili, all you have to do is keep BFGMiner open, unplug the USB, Plug it back in, press M then + then type all or auto and enter. It should find it.

Please note if it still isn't working then you need to exit BFGMiner, unplug you chili power, plug it back in and wait for all the lights to stop blinking. If you try to find the miner while it's "Booting up" it will have issues.
"Booting Up" is the two most right LEDs (Closer to the Power) blinking back and forth. Again once all the LEDs are not blinking anymore it should be ready to start hashing, start your BFGMiner and follow the above steps.

I think it is 363.15K, that is what Cgminer throttles stock BFL at

I could understand 90° Celsius as the upper limit but folks here are running in the 50's so I'm wondering what factor the Chili is using to throttle the chips.

Thanks a lot to everyone for making this happen: MrTeal, ChipGeek, and in my case also CrazyGuy for organizing the chip buy, plus anybody else who's been helping -- this has been a great project to be a part of. After all the frustration we all went through with the Avalon chip projects, it was so encouraging to for this one to a) be allowed to succeed because the chips actually shipped mostly on time, and b) have such a great team make such a great board. I swear, I smile a little every time I look at my chilis, and I'm not just happy they're mining, I'm actually *proud* of them. I want to tell everyone I know how much fun this has been, but of course they mostly have no idea wtf I am talking about.

5-10% HW errors is currently normal - All of my chilis experience this. I also get 1-2% Rejected as well but this can be remedied with a FW update I believe (I'm using the temporary BFGMiner Build)

so I guess 11,6% is almost normal, but its running really stable and cool 52-53c Wink

Just a quick update on batch 2, I'm finalizing numbers now and the order for boards will be going in tomorrow. If you have BFL chips and you want to get a board made, you need to let me know ASAP. We're not planning another one and we're going to order no more than we need, so it's very likely if you wait until next week your chips will never get mounted on a Chili.
PM me here or preferably over email at [email protected], as the PM system here is not very good when you're getting a couple dozen a day.
Note that we don't need the chips in hand until early-mid next week, we just need to get our orders together so we can order the long lead time parts.
