It has long been obvious that Tottenham is not prepared to let Harry Kane leave. How come I said that? Because they require a lot of money and a lot of clubs are looking for Harry Kane, they shouldn't give him to another club just yet. They don't want him to leave, and you can see that Bayern Munich are still looking for him, which is what motivates them to want such a large sum of money. But even if Harry Kane wants to leave Tottenham, I think his contract with them hasn't yet expired, therefore I think Harry Kane will continue to stay with them till it expires.
Harry Kane is too important for Tottenham and he is their home-grown player. Levy firstly does not want to lose Kane and secondly he does not intend to spend big money to buy players as replacements for Harry Kane.
It's not easy for Tottenham to find a good player and replace Harry Kane successfully and it together with a habit to sell star players at lucrative transfer prices, Levy likely builds a solid cage to keep Kane in the club.
To strengthen the team and elevate the clubs so they can win trophies, Tottenham has resisted recruiting more new players to join Harry Kane. I think Harry Kane wants to leave there because of the trophies they have yet to win.
Strengthen the team and win titles, it is Levy's promise to Harry Kane when he convinced the player to expand the contract but after a few seasons, we already saw that it has yet been touched by Tottenham.
Harry Kane has enough loyalty and love for the club but his career is counting down and he is no longer treated respectfully by Levy with last two times his contract is coming to expire.
