Acmilan is not as good as last season. The club performs like a promising club and it was declining so hard in a short time. Pioli has serious troble with it. I meant that if he is not capable enough to handle the club to play better than before.

Agree with you, Leverkusen are quite strong at the moment and they have improved significantly this season so there is big chance they can get the Europa League title.
I also make Leverkusen the favorite for the Europa League because they deserve to be able to compete with all the teams competing here including all the team that have been eliminated from the UCL.
If you compare the three teams, I would prioritize Leverkusen and Liverpool because AC Milan doesn't seem like they can get rid of Leverkusen and Liverpool.
