I don't know whether the amount they paid is correct, but Bitfinex did announce they reached a settlement with the US CFTC. It's top of the Bitfinex announcements page. I quoted the whole announcement below, although I couldn't find an amount paid in it.

Bitfinex proactively contacted the CFTC in September 2015—before the CFTC announced enforcement action involving bitcoin trading platforms—to provide information about Bitfinex related to a potential investigation. According to the order, "Bitfinex’s cooperation with the Commission’s investigation was significant … Bitfinex consistently responded to requests for information fully and quickly, both in writing and via oral presentations."

In response to these constructive discussions with the CFTC’s Division of Enforcement, BFXNA has made significant changes to the way in which U.S. customers engage in financed trading on Bitfinex. Bitfinex remains committed to continually improving its customers’ experience while complying with applicable laws and regulatory requirements.

In closing, we are pleased to announce this settlement with the CFTC. The CFTC has engaged in a productive, open, and timely dialogue with us, and, as a result, we believe we have a better understanding of the regulatory framework governing financed trading on our platform. The Division of Enforcement has demonstrated that, while they will work diligently to enforce existing rules even as they apply them to new markets, they also are sensitive to innovation and development in sectors that the CFTC regulates.

However I would like to enjoy those minutes.  A year and a half ago I had one can of beans on the shelf and owed multiple people and businesses money.  This was after an extended time taking care of family at the end of life with little in the way of income.  No inheritance.  This old man should be retired soon, there is that word again Grin  Crypto is my retirement account.

The other way to enjoy those minutes is compressing morbidity. 

In answer to my questions; I will most likely have 2 days off and it doesn't look like the btc will be going down much.  There is definite upward pressure.  As stated before when I noticed the pressure a few weeks ago after extended sideways, I bought over a few weeks at around 450 and when I ran out of fiat up we went.  My last buy was during the last fakeout to ~435.

it seems most french bitcoiners are basically racist. olivier jannsen is the most prominent example but you can also witness that here at BTT.

it seems in france only france nationale nutters seem interested in bitcoin. probably a result of france being one of the most socialist countries in europe.

I can understand why it takes time, but my prime annoyance would be others holding its implementation hostage to force other changes. I read one of the Chinese pools were saying they wouldn't drop it in without a block size increase too. No doubt there'll be the r/btc freaks clubbing together to fuck things up too. Then we have another few years of pointless dicking around and playground diplomacy.

Whoa there! A fork is not a joke that without a prior consent it will be implemented just like that.
It needs time and several clarifications before coming to a solution.

And once the discussion of Segwit has started it will be implemented no matter how much whining takes place.

Core could have easily coded hard fork segwit, including a 2MB maxblocksize increase for activation in mid 2017... the community would have healed, we would have consensus, and they could still sit in the position of power as the author of the reference client.

They didn't, and will not. You have to ask: why? You might not like the answer.

My impression is that they want to avoid the precedent of any HF at any cost. Just like a dictator will avoid an election at any cost, even if he's guaranteed to win. You don't want these silly plebs and freaks getting any ideas.
