Greetings. All distributed $VST in the frames of the airdrop are available for transfers and trading operations on the Waves DEX currently. There are no restrictions.

Hello Midas111. Indeed, some users may have difficulties when using the Waves DEX currently due to the currently ongoing maintenance there. This situation is going to be fixed & resolved successfully very soon.
In regard to your question with slow internet connection, you need to try to get access by using another hotspot, reboot your currently working one & get access via VPN (EU countries are preferable). Your internet provider might be a reason of some local restrictions, etc.
