It doesn't need syncing. I think this is just an online app which there includes the DEX. I have it installed before in the browser so I know how it works but I haven't used it this time because there is an mobile working app already.

Some of us find desktop to be fitting but I like mobile as I can check anywhere. DEX has bigger interface of course so maybe he likes it more.

At least that's how I understood it. Nevertheless, it was a bitter disappointment after Sasha's announcement because Rostec was not a new partnership. Already in September 2018 it was reported and allegedly a letter of intent was signed (Coininvest article).
