In my opinion.
#1. Every time is good to build a crypto portfolio, there is no way to predict the market when to make a better shot to invest in crypto. But if bitcoin was made in a double amount in dollar value compared to last year, it will have the potential to double again the price in the future. Look around, bitcoin adoption was quickly spreading and for sure this has an effect on the price since it is a fixed amount in total in the market cap. So investing in the long term has a guarantee to make you a profit if you want to start your portfolio now and a friendly reminder, be careful with altcoins investment, it is better on bitcoin because it feels safe.

#2. No one knows if there is a bear market, so far there is no bear market. But as I said above, no one knows.
Adoption was going on and I think more and more countries that crypto becomes legal tender, so it is impossible to have a bear market again. As I said, look around.

Now that crypto is gaining more investors day by day and crypto adoption is increasing massively I don't think that the next bear market will be crazily low like 2018/2019, what do you think?
If you believe and are willing to take a risk, just invest it of what you can afford, and welcome to the crypto world.
I think it's a bad idea to build crypto portfolio when there is good pump in the market, a friend of mine is already at loss here and all I can tell him is to have patience, he bought BTC at 65000$, ETH at 4000+ too, I did warn him to always buy when there is dip but he thought BTC is going 100k as many predicted, now he may have to hold for long term

Of course this is a great time to build a portfolio. we don't know when the price of the crypto we hold will rise, so we better prepare for that before the price goes up. because it would be very irrelevant if we try to build a portfolio when the price of crypto is rising high.

With my personal experience I am pretty sure of one thing in the crypto: there is no right or wrong time to enter into crypto space. You will always see peeps arguing that I wish I had invested back then and this conversation is going on since decade now. So imagine you asking the same question today and if you do not enter today you will be asking the same question decade after this. Believe me crypto investment is full of surprises and there is no limit on how much you can put in and how much you can grab from it.

The only thing you need to take care is, what kinda investment you are making? Whether you are going to trade, stake, hodl, gamble etc. you need to be sure of the plans, and targets.

Well I guess this is a good time to build your crypto portfolio just make sure it's a good project that worth to invest, not just pump and dump coins better to research the project first. Currently the market is in good condition I don't think this year will experience a big dip just like the year 2018 maybe it will increase in this ber months in my opinion.

I don't feel that we're going towards 2018/2019 levels value shrewd, however maybe we may even see drops with a similar gravity rate savvy. In the wake of moving beyond a specific level, I accept that Bitcoin cost will not go down that amount except if the vast majority quit requesting it individually. Request is an extremely emotional factor in this.

Now that crypto is gaining more investors day by day and crypto adoption is increasing massively I don't think that the next bear market will be crazily low like 2018/2019, what do you think?

1.  Anytime could always be the best time as long you do know on what projects you do see that has potential in long term aspect.

2. Nothing is assured and we cant really just ignore the possibilities of crashes and dumps.

Adoption is on the move but doesnt mean that we wont be experiencing those dumps.This is why you should be wise on when to take profits and when to get in.

Well, some people will think about "history repeats itself", maybe in other places but in this kind of market that is impossible. I was too optimistic for the incoming, though corrections still exist, ain't a thing to worried about as the market will surely recover once done.
I still believe that it will repeat its history but I think the 2018 bear market was already done just these past few months. Yes, that quick and that's likely the bear market that usually we need to come for the market to be bullish again. But it could also not happen again because it's already different this time and whoever is interested in investing, don't wait until you see another bull season again.

The bolded one will something have to implies that prices may not be going dipper again just like before. As the market pushing to its adoption, that was clear enough to see those huge corrections haven't a thing to experience this time but instead, we are able to expect a market rally.

Well, some people will think about "history repeats itself", maybe in other places but in this kind of market that is impossible. I was too optimistic for the incoming, though corrections still exist, ain't a thing to worried about as the market will surely recover once done.

If you want to build, its a good time before another pumps come. Search project that able you to stake and earn more coins while u keep building your portfolio, it will adss more value to your portfolio from that earning.
My suggestion is do farming on Pancakeswap or Apeswap, search only project that you trust. When staking, u also have opportunity to compounds it for adds more earning percentage.

We wont know either it will go dipping or pumping in the future, my advice is keep accumulated, its like stock market, which long-term investor usually won profit at the ends of the day.

Actually, you will always have a good time building your own portfolio as long as you know the right coins to buy. Sometimes, there are many coins that are likely legit, but in fact, they are only hype and will only utilize pump and dump. I think that building a portfolio in this kind of market will be better to start with top coins, that have good and strong fundamentals and also don't reach their ATH yet. It may still have a chance later.
But, once more, DYOR, none will guarantee.

There will be always a cycle where a bullish and bearish market will be changing due to a certain period of years. And every period has its own dip price at the breakout.
For later bearish, hopefully, there will be not as dip as in 2018. And if seen from the highest rate of Bitcoin so far, it should not be as dip as in 2018.

Exactly.Even if we see a dip it is not going to be as big as 2018 and most probably it won't happen at all because we are waiting for that 100.000 dollars price for a Bitcoin and of course when Bitcoin reaches 100.000 surely the altcoins will be higher to reflect the new correlation between them.I am waiting for a 8000 dollars Ethereum price in December 2021 to February 2022 and I think if we don't hit 8000 then 5000 it is almost a sure thing.I don't think about a dip at all for the moment,I am waiting for history to repeat itself,end of 2013 big price increase after first halving in 2012,end of 2017 big price increase after halving in 2016 and hopefully we see a big price increase in end of 2021 when last halving happened in mid 2020.

Is it a good time? Yes and I think that it is nearly always a good time to invest into a credible cryptocurrency. But I'm saying this considering you are thinking of making a long-term investment. Let's say that you invested into top coins like Ethereum, BNB etc.. You can make a really decent profit in the long run. However you should be patient as you would need a long time period. When it comes to dip price in 2018, I don't think that the price will go down to that low levels from now on. But it is your choice to wait or take an action in the end.

The difference is very visible as you said if we look at the market capitalization this year is very much different and shows a sharp increase and is likely to happen like 2018 is impossible and difficult to happen again.

Instead, the forecast is that a bigger increase at the end of this year will occur and this will be much larger than 2017 ATH, because the difference between 2017 ATH and 2013 ATH is quite significant, so predictions above $100K can happen or not. impossible.
