Very good advice, my friend, but it will be more complete if everyone who wants to learn about cryptocurrency wants to learn about it in all things and stages including the drawbacks so that they can better understand the risks, because if you only learn about the advantages, then the things you need to know there was a high risk of being forgotten that he would cry when destruction came upon him.

yes of course still good time to build a crypto portfolio just find a good project that has use cases of a coin or better to pick in the top coins because they can still increasing in the future. Bearish market will still happenings but in this year I don't think bear market will occur, I feel positive this year.

Actually September is perfect for building our crypto portfolio because at that time almost all coins experienced a decline in price including good coins ranging from Ethereum, Binance and other coins. My answer to this question is:
1. any time is the right time for you to invest in the project no need to choose any time because you can always invest at a lower price than you and wait for the right time to open for sale.
2. Bear market will happen all the time we cannot speculate and avoid, risk is something you have to accept in this volatile market.

Using all the funds on a few good coins is also not a wrong strategy, because many disappointed people are more waiting for a correction when the market starts to pump, even though it is an opportunity to make a profit before the correction arrives back into the market, so it's too long to wait too not good when the market is improving.

We all hope for a long bearish trend, but it will end and then all coins will go down, only the strongest will hold. Just look how TOP 100 of coins has changed, where are all Monero and other Dash? No one needs them, new ideas are popping up now. Graph, Solana, DOT, etc. portfolio must consist of new projects, but you have to keep part of it in USDT and BTC - naked chips.

-In my opinion, crypto could be ATH by the end of this year so to build a portfolio at this time is still very feasible if you want.
-A bear market can happen like 2018 after ATH will take effect if this year Crypto experiences ATH, the possibility of a correction market can occur next year.

There is no good or bad time to build your portfolio because the market would never look favorable at any point even in the dip many wouldn't still afford to buy. Many exclaims that taking advantage of the dip is a good approach towards building a strong portfolio but what if there are no funds at that point you will still miss out on opportunity so it's better you invest now have a target profit get paid when achieved and then you can wait to take advantage of the dip if it ever comes again

The wisest strategy is always conduct your own research to inform yourself about the coin's history, use case, project affiliations, listings, core team, and its community.

1. of course. whenever you are ready with the risks that exist in the crypto world, then now, or anytime will be the right time to create a portfolio, especially now that the price is falling, so you can have it in large quantities.

2. no one will ever know about it. for now, the development of cryptocurrencies is very different from 2018. IMO, we are currently not going to get a crash like 2018. even if it does go down, it will not be far from the current price. Yeah, but that's just an opinion, you need to make your own decision.
