There is no the best time on every coin for every trader, they can buy it today, they bought it yesterday or even they will buy it tomorrow when the condition meets their threshold. Keeping yourself up to date with the news and keep looking at the graph is the best ways to know when to buy it, of course with the capability of your financial as well. We might have different time when to buy at this time.

I am not saying that you should buy but why would someone you knew know any better. No one knows where the bottom is. Best thing you can do is lower your buy in average. Meaning that you make small buys during the bear and average them out.
