I agree with point number 5 you said. but at point number 2 I have a little comment where we don't know when the coin will be high in price, where when the coin goes down we buy we don't know for sure whether the coin continues to decline or will return high in price. I think point number 2 is the right choice, because it is the best way to invest in cryptocurrency, so we just need to hold and wait until the price increases again, therefore now is the right time to invest in cryptocurrency, because now the price of cryptocurrency is going down, so we can buy cryptocurrency at a low price and hold until we get profit.

The correct answer is the second point of your answers. In other words, the best time to buy a crypto is a bear market. In our case, the best time was the end of 2018. Or March 2020 for some violas. This is if you buy for a long time. You have to look at the medium term. each altcoin can have its own optimal time.

If you mean altcoins being cryptocurrency, then there is no better time than now. The news about governments using Bitcoin I think will legitimize the altcoins as well particularly ETH and others. While more altcoins, for now, are cheaper than $0.10, it's best to grab some even for worth $50 to at least secure which one will go high whenever everything goes to the moon.

Well, buying during ico, IEO or STO can only be possible if the coin in question still at this stage, if one discovers a coin when it's already gone pass this exchange which I believe is definitely one of the good times to buy, then one have to strategically buy them from an exchange, the strategy one applies during buying will depends on the person's level of taking risk.
Personally, I can buy a coin I pick interest in anytime, only one thing I try to make sure of is never to buy a coin when it's been pumped, I will rather wait for it to pump and later dump before I decide to buy.

If you are looking for a short term profit then I think you should invest when the market is in bull run or try day trading but for that you must have enough knowledge and experience of trading. If you are looking for a long term investment option then I suggest you buy the dip when the market is in correction phase because you can get cheap coins and you can sell then after a year or two on good profit.

I am assuming you are talking about altcoins. For Bitcoin, you may enter when you think the price is on the dip. For altcoin? You forgot to write a point, "buy altcoin when you can afford loss". Because whenever you buy altcoin risk is involved with that. Even an exchange could delist an altcoin at any time. So if it happens, then you will have to lose hugely. Main of buy altcoin that you should know the background of a project, and obviously, after listed on the exchange. You should choose a coin or token which has been listed on multiple reputed exchanges. So you can reduce risk in this way.
