Now in just the "starting" part of ICOs, and what you say can be explain as ICOs main objective is to gain awareness and fill their soft or hard cap, they start private sale and if they can meet their cap they will not have crowd sale but sometimes the project is in a hot demand they will have to allocated partial of the tokens as airdrops so as to appease the public that could not accquire their coin through crowd sale.
