They are not wasting there time. Making new coin is a good opportunity to fulfill there project through ICO. They can ask people to invest on there project and in return they give there investors a token. The aim of the investors is to earn good profit from the token once it hits in the market. Same with the project owner and developer. Much Money in return.
Many people created a lot of coins themselves because they wanted a very big advantages. They want to be developers who can get many investors so they can benefit from it. But unfortunately they are merely euphoria without being based on a clear plan and strategy in coin creation. Besides that they also duplicated the previous coin technology. Of course the coin that they created does not have innovation and uniqueness. Therefore many coins fail and do not get the trust of the people at all. Yangeah, that means they just waste their time and energy.
Im not that knowledgable on the said topic but i think the reason is that they want to promote and develop the introduced project to the public via their own newly made coin so that they can manage the transactions that have been made by the participants with ease

I don't think they are wasting their time when their goal to make it in the first place is to collect money. I know that a lot of them are just a copycat or somewhat similar like the others but the devs don't care because they can always change the game just by doing an effective marketing.
