Not all ICOs extend. Some projects are appealing to the public and are unique. These kinds of projects usually ends up successful in just a short period of time. Those projects that needs extension are usually too mainstream or are too good to be true (which oftentimes makes investors question its authenticity).

Too many icos are scam. That scares investors and keeps them from investing in real icos.
Therefore real icos need to be extended to find investors.

Probably many of the projects are postponing their ICOs under these black clouds, and some are extending their funding time for getting enough or more.

Bounties are extending because they are not able to meet their target cap level(soft cap). They need to reach those cap to get the project going, but since they fail to make might need to keep up their marketting/promotting and one of those is way is to extend the Campaign.

Yours is only one reason why ICO is failing or losing its appeal to investing public because of fear of being scammed of their investment. Another thing which I guess the reason why is because of bear market the cryptocurrency is experiencing this time that's why they extend their ICO period to another month or months. When the market is in bear mode, the buying power and the product value of the ICO company becomes very low.

Many bounty programs are extended for the following reasons:
1. The market is currently downtrend so many people consider investing in ICO projects.
2. The bounty hunters didn't introduce with people not interested in investing in ICOs.
3. Many projects nearing the end date did not achieve softcap so they forced to extend with the expectation of their project achieving softcap.

There are so many ICOs nowadays and many of them do not even collect the soft cap during the main ICO period so they increase this period and also bounty period is increased too.

Investors learned that ICO thing in cryptoverse is going to be dead very soon. But I also have read from an expert on this area that, companies that are in real need of funds will still use this to gather funds and capital for their extended operation.

It has decreased because of these scams and investors don't want to get involved with it and becomes a free victim. And to connect it with extension of bounty campaign's, it's only about extended advertising.

Bounty campaigns is have to promote projects during ico. Now because of downtrend market, a lot of projects can't get enough money and they extending the ico to reach at least soft cap. So the bounties of this projects extend too.

Projects are not getting funded as earlier as those days. Not reaching soft cap at their projected time. They have no any other option than to expect sales period. Once sales period is extended, the campaign period would be extended too.

Because people lost enthusiasm for ICO, so these ICO project still need to promote its own project, so there are still a lot of the bounty threads, however, if when ICO project cannot complete the raise, so we can't get anything.

Of course yes, bounty campaign periods would be extended for the fact that over 70% are no more reaching their soft cap during the expected period and they need to move forward. The market situation is one of the reason why things are like that. Secondly, many Tokens are getting listed on Exchanges below the ICO price and people are avoiding ICO these days.
