Most ICOs nowadays are just there to scam people. Once the coin has been released, they will say that they are facing difficulties and just leave the project. You can't blame them, though. Even though there's good visions and objectives written in their thread, their main goal is actually to make money easily and quickly.
You can actually blame them. They are scammers. They invest like 5-10BTC into a fancy site, well thought out vision, nice thread, well written white paper, etc. They have some features behind the hand that they will release slowly to keep people happy so they are not getting a bad feeling. But the main thing is that they sell you fake promises. And that is a fraudulent activity.
But they are not the only party to be blamed. The empty headed people that actually invest money into a certain ICO, are either dumb people really believing into the motives of the project, or they are people just looking for a gamble where they have 50% chance of making great profits, or losing a lot money. Either way, they are putting money into an obvious scam. That's something that makes them lose any compassion IMO.
