I don't use windows and don't know if you can install the blockchain in a different place than: C:\Users\Username\AppData\ Roaming\Vcash
But if you want to do this to try to solve the problem with a non latin characters, just change the name of your windows user or create another user to install the wallet. It will work this way

When you click on Show hidden icons - right bottom in windows, you will see Vcash icon there.
If you want to close wallet, just right click on that icon and select exit.
Then you can start Vcash again.
Edit: Or left click on that icon and GUI of wallet will appear.
I assume, that you closed GUI of wallet with X-close command, but this will not exit wallet, only graphical interface.
I run after reboot, same thing.
