If someone pays enough, they will be able to get up to 15.4PH on Westhash. I'm sure that there are other places you can rent Hashing for fees.

Maybe it's actually a massive farm that had solo as its backup and it failed over from some random chinese pool where all the hashrate stupidly clusters. I don't think there's any rental available that size anywhere.

it's probably best to let the ckpool set the difficulty based on your hash rate.

Rather than a practice, it is a good idea to have high difficulty IF and only if you have your own monitoring, as setting diff too high won't let you see your hashrate on the solo pool.
