Not true, what you allege is not true, anyone can participate with ICO or other projects.
Wealth can be realized by everyone especially for those who are diligent and enterprising, there is much evidence about this.
There are many ico`s that need a minimum investment but try to find the ico`s that have a small minimum investment that you can afford , but if you said that the ico`s are for the wealthy people only . You are wrong , there are many ways to invest , there are many ways to find a good ico`s but if you dont have enough money to invest , just wait the exchanger listing of your want ico`s then buy it with a dump price . 
There are many ways to invest even in icos with a minimum investment even if you do not have that amount of money, for example if you have a few friends that are also involved in cryptocurrencies and all of them like the project all of you could put your funds together and invest, then you can split the coins according to the amount of money that each of you invested.
We know that the poor can not afford to invest huge capital but what I mean is knowledge is the key to becoming a successful person.

you have not read the law, but you can already say that. I think you are less wise in dealing with a rule. if there really is such a rule, I think it only exists in a small part of the project. if what you mean is a ban for our citizens and rules about KYC, it is not intended to distinguish between rich and poor.

I don't think that there is such a law that doesn't allow people with low income to invest on ICOs. But then again i wouldn't be surprised if there is such a law considering that they are (the ICO) banking on the premise that if their ICO is exclusive for the rich then they will rack up more investments.

I don't think there were any rules that you must be rich to invest in ICO, it implies that some country cannot invest in ICO because their government ban to do so. As long as you have enough funds and your country is allowed you can invest in ICO.
The opener is complaining about some icos that require that you have at least some amount of money in order to invest in it, I do not remember seeing a lot of icos like that but I have seen some, it doesn't really bother me because after all they can implement any rules that they want but that certainly is not going to make their icos very popular.We cannot really blame some ICOs doing it. I meant no offense but it is just like in the stock market IPO where people or companies reserving huge volumes are given priorities. Maybe because it can make the process easier. There are lots of offering out there so we can just ditch them if we are not given the chance to participate. Plus we can just buy them once they are in the open market. Who knows it will fall a little in prices.

Actually no, that is one of the good thing about crypto. Even a normal citizen can actually take part and invest in an ICO as long as they have crypto. Crypyo currency distributed wealth to other people.
