I think I agree with that , Last year there are some ICO that is considered as a scam but almost of the scam ICO before are too much sketchy and easy to notice but today scam ICO has a very good projects but in the end It turn into scam ICO. ICO's today is so deceiving.

Sure many ico are scam cause seems like hype to invest in ico really high and its so easy to make an ico and scam people using it and also there is no strict rules that can protect customer from it.
90% of ICO's have only idea, without a team and good WP and only promises that they will be able to translate their idea into reality after collecting few millions. This does not mean that they are scammers, but it shows their attitude to their own project
