Prices for altcoins are declining because the price of bitcoin is declining. It all depends on the price of bitcoin. If the price of bitcoin decreases - all altcoins are reduced. On the market there is a purposeful manipulation. Manipulators kill hamsters!
When many people see that bitcoin is rising they tend to sell a lot of there stakes in altcoins to get in on the rise of bitcoin. They make a short profit on the bitcoin rise and then buy back there altcoins at a discounted rate as there prices diminished because of the btc price pump. Simple way to increase your stakes in altcoins whilst gaining a little profit in bitcoin.

I think this is normal, and we should not panic with this situation. keep calm, and don't take off the coins that you have, hold it until the price rises again.
I also don't think, what's wrong with the crypto market, all altcoin prices have dropped all from the previous price. crypto market is really messed up right now. The cause of all this chaos I didn't dare to describe it because of my ignorance of the crypto market and resulted in altcoin dumping all.

until bow it is still dumping and it is not only alts but even bitcoin itself. I have many alts in.my wallet and there are few that decrease tha value.like 80%. I think we are still in bearish months which is normal in crypto world. we will just wait and see what migt gonna happen. Yes you are right. Therefore, we need to keep all our Altcoins in the portfolio. I buy some Altcoins that I like.
Today we can See A lot of ALT coin, I think too many altcoin in the market or exchange, and in my oppinion, that will make eth and btc down, becase when a lot of volume selling altcoin that will same as sell btc and eth to fiat, 1K eth and 20K btc will be come story and maybe we can't see that price again.

You are right, that the decision about the ETF was postponed to September 30, very negatively affected the market. Prices of all coins is very cheaper now and we contue to fall. 
The best thing to do at this time is to work very hard on making sure you are doing nothing! You must be patience and steadfast in bearish market in order to avoid mistakes that can lead to huge loss!

If Ethereum is falling in price then Bitcoin should be lowering too because of people cashing their coins out.

No suggestion other than just hold your asset. Actually the market condition is very bad so if we sell now of course we will get so much loss. Dont do it. I also hold mine. But as i know, the recent condition is mastered by bitcoin. Because bitcoin drop and other crypto also drop. Its not good if the market just about bitcoin but we can not do anything. The reason why altcoins is dumping because bitcoin price is droping. Bitcoin drop price and all altcoins will affected.
If you invest in a cryptocurrency, I don't think there is much room for growth in the future, then you can choose a cryptocurrency that has more potential for development in the market. I think this is very normal. I believe this market will pick up again. But we need to analyze this market to understand which cryptocurrencies will have more room to rise in the future.
