Well, based on current conditions, i will invest if the altcoin had good fundamental (Working application, Feasible Business operation)

It depends on the form of investment that you are opting for, when it comes to long term trading, sure, price and popularity will play their own role too but the best way to go about the investment is to choose your investment based on the quality of the project.If you invested in a project that will crash overtime irrespective of the price or its popularity, you will end up losing your investment in the long run but if you are going in for a short term trading, it is fine to use the project price and popularity to make your decision and when it comes to price, you have to buy when the price is at dip and not peak so you can sell high when it has attain the price you desire to sell it.
Finding a good altcoin is a study and we have to do some research before investing and if we do it properly we can find many good altcoins with good earning potentials in the upcoming bull run.
