it has a few times, unless there is just hashing power being added, it hasn't seemed to change the 2 second blocks

to change intensity add -i [number] to the command line, for my 6950 I use 16, for my 5850 I can only go up to 11 before it starts getting hardware errors, not sure for your card

Make a conf file in the roaming folder
Make a server executable that launches the wallet in server mode
Point the miner towards the server you made
It's very easy
press G then I. 14 enter enter
Download pooler's cpuminer and point it at your solo set up.
What username/pass to use though?
