Yes, any HARA Token holder can be a data qualifier and receive token based on your work 
How many HARAs needed to become a data qualifier?Any minimum requirements or everyone can join with any amount of HARAs they have?
And rewards rate for them will be much different depends upon those HARA they have as well?

HARA has a mobile app for field agents to facilitate the collection of data, the data will be enriched by the data qualifiers before being sent out to the buyers.
Data buyers will receive tokens for their proof of work of verifying data quality and help increase its rating.

When does HARA plan to expand
HARA plans to expand to several countries as soon as possible and is working hard to connect the bottom of the pyramid with subsequent value chains: health care, transportation, education, and recreation. HARA's vision is to have a global social impact across sectors that matter to humanity.
How other sectors aside from the ones cited?

nice idea, but how will the data be managed sounds like it requires a lot of physical infrastructure
Data is securely stored and processed in the HARA data exchange platform. A combination of IPFS permanent web, Bluezelle protocols, and Amazon web services (S3 and Dynamo DB) will be implemented as data storage systems off the chain.
Proof of existence smart contract is deployed in the blockchain to ensure data is tamper-proof and uncompromised. Every data is signed with fingerprint-like proof. If the data is changed, then the associated fingerprint will also change. To verify the data, the fingerprint must match or it is considered as tampered. Nevertheless, data providers should also ensure that a safe and reliable data storage and accessible mechanism is maintained.
The platform architecture ensures:
• Data providers own the personal data and have full control over it.
• Personal data is always encrypted and data providers hold the key to decrypt it.
• Transaction of personal data in the ecosystem is carried out with explicit permission and
consent from the data provider. Data provider also understands how the data set is used and for
what purpose.
• Personal data transactions are fully transparent and traceable on the blockchain and
anonymity of trading parties is completely protected
