So you invested in the project, bought IoP's or maybe received some free Hydra's from the airdrop, or bought some from other community members. And now are disgruntled about the progress of the projects. Ok, that's fair. You can have that opinion. But we see it differently obviously.

That's incorrect and a false presumption. There actually used to be up to 40 licenses available to be earned, and now there are 31. Anyone can start a chapter and try and earn a license by community votes (we will turn that to voting on the chain as soon as possible). So if we have 60 chapters, only 31 will be lucky enough to earn a license.

The extra licenses you mention are used as an extra reward per month, so this goes towards those 31 'best chapters'. This ensures the best chapters get the most reward.

We are fully aware of what sector we are in, we are also experienced enough to know how actual development works. We are not in the fantasy building and storytelling business, with which we can undoubtly make quick easy money. We don't do an ICO, instead we develop towards common goals that bind our community.
If even Micali and his team struggle to come out with a marketable version of their consensus method, you should maybe reconsider your decision to use it and build on an intermediate solution, and fast.
Again this is not a Libertaria or Hydra thread but an IOP thread. The choice to work based of Micali's vision of Algorand, take that, improve that and use that as the basis for Hydra is a conscious technical choice. One that we feel is needed for the long term, speaking about long term, the Libertaria team believes that they'll be developing for the next seven years at least to build all the components needed for a truely decentralized society. This goes far beyond 'crypto' and 'currency' we need more than just that. And Libertaria is building the groundwork for that with us.
So sorry if you were looking for a quick gain, or had different expectations in general. I hear and respect that you have a different vision, so feel free to open up a chapter yourself and collect enough votes.
Then you get the license, you get the IOP and you can make an impact in the way you want. We respect our current chapters and appreciate all the work that they are doing, For example our cooperation with The Autonomous University of Nayarit (UAN) comes forth from the chapter efforts. This is also a project which will take time to develop, but its one where we can make an actual change for that community, for that Uni. This is something that grows close to my personal heart. Not making a quick buck.
