Practically, it isn't automatic, when the withdraw limit reaches, a person associated with Microwallet send the BTC to appropriate address(es).

What is your source that says that the payouts are done manually? AFAIK, the payouts are bundled and sent automatically.

xapo ask for 0.001 withdrawal fee.... even while you dont need that much.

Technically, yes. Coinbase and Xapo both have APIs that allow micro transfers to users on their systems. Both have their drawbacks that you need to jump through some hoops to get your BTC to another address. Much more complicated registration process for the user.
