I know some groups that buy tokens at PreSales with big discounts. These groups can sell IOU's at discount from ICO price. Unsure if it happened in this case,
but it would make sense

Thats why they should send coins after the ICO is finished so nobody can influence the price before. The damage has been done but its a valuable lesson for future ICOs.

that is bad news for paragon, if this is the case. I wish the community was more supportive towards each other, instead a lot of pump and dumping going on..

I dont think this is the case, but its an interesting topic. Good food for thought. Exchanges make a lot of cake doing what they do, why would they want the extra risk of investing in a ton of ICO's? I dont think the risk/reward
is good enough for exchanges to do this

Because the tokens are usually cheaper on some exchanges than the ICO price. Im guessing people who buyed tokens during pre-sale are selling below ICO price

They are always doing the same, probably making a hell of a good profit from it. And if they are getting profit from it, probably it is for someone's loss. Buy on ico or wait for real exchanges I can suggest.

The team are mostly US citizens, CCO and CTO are Russians but living in the US also so it would be logical to start their fist center in US since it would mean the least problems for them.

yes each country has his own regulation to comply with, it needs time to be able to operate in different countries
