okay.. i found the solution:
method submitblock has an unusual reply:

you can nevertheless use submitblock and it will work.

This coin is dead as it can be. All coins has been mined by few people and about 90% of all coin are in 20 different wallets?! One of them having about 1/3 of all coins.
If this coin is not scam then nothing is. Dev is still trying to make some money with it, but it's dead all ready.

Conclusion is that this coin is SCAM or dev is so noob that he has absolutely no idea what he's doing.

Seems close to the truth, if you read the road map critically on page 1 this has nothing to do with the development of a cryptocurrency.
